- Relieve traffic pressure on Fanling Highway and San Tin Highway
- Divert a portion of traffic flow on Yuen Long Highway
- About 15 km long connecting Fanling Highway in Tai Po in the north with the existing strategic roads near Cheung Sha Wan in the south, mainly in the form of tunnel passing through Tai Mo Shan and Kam Shan

Drive Development
- Support new development projects, such as Ma Tso Lung, Kwu Tung North / Fanling North New Development Areas, Lo Wu / Man Kam To Comprehensive Development Node, NT North New Town
- Free up capacity of Tolo Highway, and promote development potential of the adjoining areas (e.g. Ma Liu Shui)

Strengthen Connection
- Provide a more direct connection between Tai Po and West Kowloon
- Strengthen the connection between NT East and West Kowloon, and even Hong Kong Island and Lantau Island through the existing road network

Improve Efficiency
- Ease anticipated traffic pressure on existing north-south traffic corridor (including Tolo Highway and three roads/tunnels between Sha Tin and urban area)
- Enhance robustness of road network between NT Northeast and Kowloon urban areas
- About 2 km long, as the third road tunnel in Tseung Kwan O, which will connect Tseung Kwan O Town Centre and Yau Tong area in the form of a tunnel

Drive Development
- Meet the traffic demand arising from Tseung Kwan O Area 137 and other housing developments (such as Po Lam Road South area)

Strengthen Connection
- Strengthen the connection between Tseung Kwan O, Kowloon East, and Hong Kong Island East (via the Eastern Harbour Crossing)
- Provide another route choice to Yau Tong and the urban area to benefit nearby residents

Improve Efficiency
- Divert a portion of traffic flow on Tseung Kwan O Tunnel and Tseung Kwan O – Lam Tin Tunnel
- Relieve traffic pressure on existing roads in Tseung Kwan O area, enhance traffic capacity and resilience of external road network of Tseung Kwan O
